Sounds to me like A CLOCKWORK ORANGE.
But then it seems to me that the UK should have seen this coming because they are so much more of a permissive society than we are.
With as liberal as the UK has gotten, I have no sympathy whatsoever. If this is the kind of society and government the British people want then they must also suffer the consequences.
