This song is about limited Freedom of Speech and was written in 1988...coming off Reagan’s presidency. Considering Metallica I would say they were likely referencing the Republican president as is the usual trend with rock bands when a Republican is in office. For example, when do you think we will see an entire album from Green Day bashing Obama? or how about another 3 album tirade from Ministry against Obama? yup...you guessed it, never...

"...And Justice for All" was more of a cry of anarchist rage from a band reeling in pain after the death of Cliff Burton. (Cliff had died when the tour bus flipped over when it hit an ice patch in Sweden)
