If Congressional Republicans merely BEHAVED as conservative Republicans, they wouldn't need to kick ass. They need the courage of what they say are their convictions.
Reagan kicked ass by standing by his conservative convictions, making a consistent case to the public, and (yes) compromising on peripheral issues when needed.

Because they are too busy being ass kissers.
Republican political consultants and operatives can be tough as nails and as good or better than the Democrats, but Republican office holders and candidates are often intimidated or seduced by the news media and the nature of political office. Unless one is willing to be hated for the sake of your political principles — like Helms, Gingrich, Coburn, and Reagan — the news media and your colleagues tend to wear you down. After a few years in office, someone elected as a firebrand has barely a spark of principle left.
