Rep. Rahm Emanuel of Illinois, President-Elect Barack Obama's choice for chief of staff in his incoming administration, is co-author of a book, The Plan: Big Ideas for America, that calls for, among other things, compulsory service for all Americans ages 18 to 25
Emanuel and co-author Bruce Reed insist "this is not a draft," but go on to write of young men and women, "the nation will enlist them for three months of civilian service." They also warn, "[s]ome Republicans will squeal about individual freedom," ruling out any likelihood that they would let people opt out of universal citizen service.
This is pure marxism. Co-opt the youth and set them loose.

The military draft is based upon the Constitutional authority to raise an army and navy.
Exactly what provision of the Constitution mandates service outside the military escapes me. It must be in one of those penumbras or emanations. My copy is free of penumbras and emanations, so I suppose we’ll have to wait for the Supreme Court to open up the special version they use with all the extra stuff.

I certainly hope that he calls this universal service proposal a “draft for change”, that might finally wake up some of the credulous people who voted for the Kenyan Clown.
They already demand so many hours of community service in some high schools as a requirement for graduation.
