Correct, and well said, viz. any reasonably honest history of the Soviet Union in the 1930s.

Ulyanov forgot Acton's premise on power throughout history. Dxhugashvili simply ignored it, and by ignoring proved it yet once again.

Even so, the most salient comment on the old Soviets and all other 'originally' would-be do-gooders and improvers of society is still:
