Having ALOT of problems with pop ups. For example, I KNOW that freerepublic does not have pop ups, yet when I travel from FR page to FR page, often I get assaulted with a pop up, sometimes two or three at a time. So you can imagine trhe trouble I get with websites that do allow pop ups on their sites.
I have the hated IE7, I use Outlook and I subscribe to Windows Live OneCare. I love it and have NO pop-ups and NO Spam mail. I also am on cable connection.

My brother already did that scan not a half hour ago. Maybe I need to re-start the computer?

Check if that works. You can also install this

to get the functionality of internet explorer (for the 0.25% of websites that do not like Firefox).

If you know your brother acts stupidly on the internet, you should create a low-rights user account on your computer and force him to use only that account.
Alternatively, you could buy a Mac.
OK, getting popups on FR is a whole new ballgame. Ditto on what everyone else said on installing and running spybot and adaware (which together can catch and cure most problems). But switching to Firefox and installing those listed extensions should also make your internet use less stressful and help prevent many new problems from appearing.

You will definitely want to buy a new computer. Your brother and his habits are beyond redemption, I suspect.
Get an iMac. They’re under $1000.
