Officers can be fired if they refuse to answer a question from the Internal Affairs Unit, Hodge said.

That rule difference means that information gathered by internal affairs can't be used in Raleigh's criminal probe, Hodge said. However, internal affairs can use anything Raleigh detectives turn up.

I bet it could if it were subpoenaed. NC law trumps Durham PD internal policies.
