Dissenting opinion here: Maybe just having the order will give the poor woman peace of mind? If she THINKS it is effective maybe she will BELEIVE it is effective and go on her merry way with no more thought of being tormented. Maybe it's a case of nipping something in the bud before it gets wildly out of control? The judge could have just picked the lesser evil.
The problem with that logic is...the RO being placed on Letterman is a slam against his character. If there is no basis for the RO, it should not be issued. This actually goes on record against Letterman.
