It would likely be political suicide for anyone to take charge unless the sitting Governor would be dead or completely incapacitated.
Although the bottom line is there were a few people at state level who could have relieved Gov Blanco and taken the necessary steps to get federal assistance.

Not to mention it's a minimum week-long process (even with enough votes). Even after the Lt Gov does the letter, then sends it to the Legislature, the Gov gets 2 days to send a "I'm not dead yet" letter, then the Legislature gets 3 days to convene and consider, then it all goes to the Supreme Court, who then has to convene and/or clear the calendar to consider the matter.
Bottom line, it's the Governor's state, and the buck stops there. And the 10th Amendment (among others) says the Federal government can't get involved. So until/unless asked to do so, it's ILLEGAL for the Federal government to intervene in the matters of a sovereign state.

So; here's what I learned since registering:
1. President Bush had no authority to take charge of the situation in Louisiana.
2. If he had it would have been an impeachable offense.

I have no knowledge of Louisiana Law, but after six decades of living, I do have a knowledge of life and human nature. In the face of crisis, any decision is better than indecision. Anyone who has a plan that has any chance of succeeding, needs to step up and take control. Especially when indecision is detrimental to you or your family. Inaction is more dangerous than making a mistake. Mistakes can be corrected, there is no correction for inaction. If plan A. isn't working, go to plan B.and plan C. etc.etc.
Even if you don't think you're a leader, do what you know to be the right thing. As you go forward, others with any sense of self preservation will follow. Don't ever wait for someone else to do for you what you can do for yourself. And most importantly, PRAY. Even if you don't think you're a believer.

In every Professional Military Education (PME) course I've attended they always pushed taking action. If you make a mistake at least you've done something you can learn from.
I've seen a lot of good people scared to take action due to bullies in their Chain of Command.
I always emulated (is this the right word?) leaders who did the right thing even if it meant getting their butt chewed.
I have had some good supervisors step between me and an unfair OIC and take a hit I deserved. I've also had some try to "throw me under the bus" for their own screw-up.

Had to laugh at that. Just my husband, but I've been handling kids since I was eight. Took care of my sisters six until I got married and had my own. Then neighbors kids, cub scouts, teenagers and now my grandkids. Most adults are just big kids. And People are people. Most either act or react. I believe there is right and wrong and if a person turns toward what is right, they'll always come through on the other side.
Your PME training is right on. There's a saying that goes "If you're not a part of the solution, you're part of the problem." It is so true. Even when problems pop up with a solution, you take care of that when you get to it. Anybody who has never taken a risk has never accomplished anything either.
I get so tired of listening to all the complainers blaming everyone else for their problems. "Where's the Government? Why aren't they taking care of me?" I want to say "If you see something that needs doing,, do it!!"
The politically correct have turned common sense into mush.
