Man accused of taking video up women's skirts (in People's Republic of Boulder)

A 23-year-old Broomfield man is accused of taking video up women's skirts over the weekend at the University of Colorado Book Store.
Chun M. Chiang, who authorities said is not a CU student, was arrested Saturday at the bookstore in the University Memorial Center after employees called police.
Three women victims were identified, and police believe there may be more.
They are asking any women who were in the bookstore between 2 and 4 p.m. Saturday and wearing a skirt to call Detective Robert Axmacher at (303) 492-8168.

Can someone please explain in detail how this perv can take videos UP womens' skirts without them seeing, feeling or hearing him under them? Put camera in bookbag, gym bag, etc. Have lens pointing up. Walk around near girls in skirts. Sit or swing bag down near their legs. Voila.
