Key words "written notice to the individual consumer before commencement of a case . . ."

Don't forget your foil hats everyone, apparently the government has perfected its mind reading and/or time travel technology.

The bankruptcy court has no jurisdiction over an individual prior to commencement of a case. Man, these G-men, really get off on their beliefs that they are all-powerful. Pah!

Man, you gotta be in a certain kinda mood to read anything off of thomas. Informative, yes. Exciting, no. And of course the gubmint can read our minds. We're Americans, you see. Evil geniuses by definition can see into the minds of others.

A very subtle change: "Permits the bankruptcy court to convert a Chapter 7 case to either Chapter 11 or 13 with a debtor's consent. (Current law requires the debtor's request for such a conversion.)"

Makes it easier to pressure some people to convert to Chapter 11 or 13.

This one sounds like "guilty unless proven otherwise"

"Provides that the presumption of abuse may only be rebutted with detailed documentation of special circumstances requiring additional expenses or adjustment of current monthly total income for which there is no reasonable alternative."

This one sounds like the blind leading the blind - Congress tell kids how to manage money:

"Expresses the sense of Congress that States should develop curricula relating to personal finance designed for use in elementary and secondary schools."
