A North Texas physician and a former postal union official face federal charges alleging they helped submit roughly $19 million in fraudulent medical claims to a benefits program for injured federal workers.
A federal grand jury charged Dr. Javaria Jabeen and Allendor Kenyon Brown with conspiracy to commit health care fraud in an October 7 superseding indictment, the U.S. Attorney’s Office for the Northern District of Texas announced October 23. Authorities arrested both defendants on October 14, when they also made their initial court appearances.
Millions paid from worker benefits
The alleged scheme ran from 2017 to 2023 and targeted the Federal Employees’ Compensation Act program, which provides medical and wage benefits to federal employees who suffer job-related injuries. Prosecutors allege the program paid at least $17 million on the claims.
Jabeen owned YZ Healthcare in Flower Mound and served as medical director of WM Wellness and Work-Med in Grand Prairie, the indictment alleges. Chiropractor Demitrious Gilmore owned the Grand Prairie businesses.
Clinics and concealed payments
Jabeen and Gilmore allegedly billed for equipment and treatment that did not qualify for reimbursement, lacked medical necessity or never reached patients. The claims included expensive knee braces, physical therapy, platelet-rich plasma infusions and home ultrasonic devices, prosecutors said.
In one instance, the clinics billed for multiple hours of physical therapy while a patient was undergoing knee surgery, the indictment alleges.
Brown, a retired U.S. Postal Service employee and former union official, allegedly recruited patients and helped secure claim approvals. Prosecutors allege Gilmore paid Brown through an entity Brown controlled to hide the payments, and that participants shared the proceeds.
“Those who exploit federal programs designed to protect injured workers undermine both the integrity of our system and the trust of the public,” U.S. Attorney Ryan Raybould said in the October 23 release.
New defendants in an existing case
Prosecutors previously announced Gilmore’s charge on July 1, 2025, as part of a national health care fraud enforcement action. That case described an unnamed physician and former postal employee and union official as coconspirators. Gilmore later pleaded guilty, prosecutors said. The new indictment charges Jabeen and Brown.
The Dallas Express has also reported on separate federal health care fraud prosecutions involving North Texas medical providers.
Each defendant faces up to 10 years in prison if convicted. The indictment contains allegations, and Jabeen and Brown retain the presumption of innocence unless prosecutors prove guilt in court.
The U.S. Department of Labor Office of Inspector General and U.S. Postal Service Office of Inspector General investigated. Assistant U.S. Attorney Douglas Brasher is prosecuting the case.
