Our Founders did not believe that any states should have a big government, or that any states should be free to behave in a statist manner, any more than they thought the federal government should.

Irrespective of what the Founding Fathers thought each state SHOULD have, the U.S. Constitution allowed individual states to be more over-reaching than the federal government. New York, Massachusetts, and New Hampshire, for instance, made it impossible to Catholics to hold public office. North Carolina barred from office anyone who denied "the truth of the Protestant religion".
