Twenty-three of these States are controlled or dominated by the Democrat party. Five are controlled by the Republican party.

This is on top of any mail in ballot fraud.
The Democrats have spent billions of dollars over the last 30 years on voter registering drives that enroll fake, unqualified and phantom voters using their NGOs and professional grass roots organizers. Since the Democrats have enrolled these fraudulent voters and have a listing of names and mailing addresses , often using Democrat affiliated and assigned mailing addresses to facilitate collection of mail in ballots, they know that these fraudulent voters do not exist and can be manipulated and their mail in ballots can be intercepted for vote fraud purposes.
This is the reason the Democrats are going to the mattress to defeat the Save Act. If the voter rolls are cleaned up and the unqualified voters are removed from the rolls, they will lose their decades long, billion dollar plus investment in fraud ridden voter registration drives that gives Democrats a built in margin of fraud of as much 6% in some states.
