We are NOT screwed in the sense that there is no way out of this mess. We will be screwed if Vance is unable to do anything with the evidence that Shirley is uncovering. Then we would know that no one in power cares to do anything about it. That fraud is a normal part of our government and our society.

There are several ways to approach investigation of fraud. Nick Shirley approach is bottom up. This approach is good for Optics and headlines and getting the voters riled up.
The traditional approach is the IG Inspector General Approach. Each state agency has an IG and also a statewide IG/AG and then there are Federal HHS IG. They are very bureaucratic and live in the swamp so long that FRAUD is business as usual. Nobody is asking the IG bureaucrats why they are not doing their job. I’ve applied to be an “inspector/investigator” for IG. The job description is so bureaucratic it is a obstacle to finding the real fraud.
A third approach is more top-down.
DELOITTE IES enrolls the poor in Medicaid, CHPS, SNAP/EBT, WIC, TANF, Sec8, etc in 25 states ... ME VT RI MA NY PA NJ VA FL GA TN KY IN MI IL AR LA TX NM CO WY MT ND OR CA.. mostly the big states, not MN.
DELOITTE IES Integrated Eligibility System enrolls the known dead as active.
DELOITTE IES enrolls DUPs. Sue Smith, Susan Smith, Susan Jones-Smith have the same DOB, SSN, address and are the same person. But they have 3 distinct ID and 3 benefit plans.
The DELOITTE EMPI Enterprise Master Person Index of IES is a FRAUD as it does not meet any definition of a Master Person Index.
GAINWELL Technologies (in CA, my GA, 25 states) and other IT vendors and Federal and State agencies and Health Insurance Companies receive garbage data from Deloitte IES. Much WFA Waste Fraud Abuse and inefficiency and error exists due to the garbage data they receive from Deloitte IES.
