Wow, John, good piece, but.... I read all the way to the end and didn't find anything that sounded like satire. Seriously, all that is real news, right? or at worst, it easily could be real news.

Basically, it is real news. The welfare system is the joke.

We are NOT screwed in the sense that there is no way out of this mess. We will be screwed if Vance is unable to do anything with the evidence that Shirley is uncovering. Then we would know that no one in power cares to do anything about it. That fraud is a normal part of our government and our society.
