Vance is in a terrible position here. his options are:
1. to uncover the fraud and prosecute, thereby cutting off *some* of the money to the bad guys. this will ensure the bad guys do everything they can to blow him up and will end his political career
2. go along to get along, make some examples and leave most of it as it is. this will prevent his political career from being ended in this term
setting him up in this position was a stupid choice. it should have been someone that wasnt politically vulnerable
