I believe she is telling the truth as she finds it. The drug gangs in Mexico are quite powerful there (as they are here in USA). Many police are easily corrupted as are many judges (in probably all countries).
And while we in USA are very fortunate to have thousands of brave and loyal military, bless them!..., President Trump has found that quite a number of the high-up brass are corrupt or incompetent. Why should it be any different in Mexico?
