It seems the school districts propose large building projects which appear to pay off one bond, creating another large bond and use the difference to fund the project. Those bonds never seem to be paid off, just rolled into the next one…..
I have a friend who got a job with a Texas Property Management company. He was excited. He had to travel and lived out west but was hired by this Texas company.
He quit after a few months because of their dishonest business practices. He’s a Christian who would not participate in their fraudulent activity. Bending the rules, being deceptive, etc.
Texas is full of fraud it seems...but I know it’s in other states too. He found a better job and is happy. God took care of him.

Blame Republican President Nixon’s revenue sharing.
School Districts have the “opportunity” to receive Federal matching funds. If they can’t get raise the matching funds, they “leave free money on the table”. When bond issues and taxes are put before the school boards...and the taxpayers... a major argument is “We can’t leave free money on the table.”
Of course, the Feds seem to have unlimited ability to borrow money. Local government doesn’t.
