The destruction of NATO equipment and boots on the ground would be crossing NATO’s red line that they do not exist in Ukraine.
What Russia is telling Ukraine and NATO and Biden, is that all the western personnel in Ukraine are going to lose their immunity to date in this conflict.
Decapitation strikes means more than the Bandaras idealogy running Ukraine. It was clear warning to the actual personnel from the West in Ukraine, their hotels, etc.

Putin disappoints me. He’s not nearly as intelligent and inscrutable as I thought he was. Shrewd and crafty leaders don’t publicly advertise their military strategies and tactics. They prepare for all of the possibilities while waiting quietly for an aggressor to make the first move. And if they’re really smart, they anticipate the first move and stop an attack before it even starts.
One wonders when Russian proxies like the Houthis will "develop" Oreshnik missiles?
By the way, Boris Johnson admitted quite openly yesterday that Ukraine is a proxy-war for the West against Russia.
Why wouldn’t Russia just do it if they are at war? I really don’t understand this approach. Unless it’s a nuke.
One can assume that once the missile was used, western military analysts could assess its capabilities and plug that into their models and draw strategic conclusions. So in that sense, Putin hasn't revealed any secrets.
I imagine Putin now is just trying to shape the larger western western media political debate. Its probably stupid on his part to assume many Americans know or care, or if the DC uniparty "hive mind" can ever be modified - but that's probably his motivation.
If they could do it, they already would have done it.

Almost all Ukrainian military decision making would be local to the front lines.
The key is to hold off Russian advances and kill as many Russian attackers as possible, while keeping Ukrainian casualties as low as possible.
The Russian targets not near the front lines to attack by missiles are probably picked in the Pentagon.
