I was in defense as a manufacturing and process engineer. I understand and agree that your concern is a problem. Unfortunately, a person with no such familiarity is too easily swayed by one with motives as you describe. Thus the supposed benefit of being from "the outside" would likely be illusory.
The real problem in procurement is the cost of paperwork proving that a part meets specification with no guarantees as to its performance in application. I want accountaiblity for my defense dollar, not a mountain of data.

I think Tulsi has made it clear that she’s open to serving wherever Trump wants her to serve. I imagine that she’d be good in a role like Karl Rove was for Dubya or Ed Meese for Reagan where she’s right in the thick of things & available if some vacancy needs to be filled in a key role. For now she’s frankly got her hands full running the transition team & anyone getting appointed to the Cabinet right now has to spend a lot of time getting the paperwork ready to face the advice/consent hurdles that Chuck Schumer & the anti-Democracy zealots will throw at them.
Is Tulsi still in the Reserves? That could limit her opportunities.
