This could have been a staged phone call and “leak” to the regime media in order to make it seem as though the officials were doing their best to ensure election integrity and transparency.

Seems farfetched that they’d stage the call. OTOH the fact that it was leaked to the WaPo and they’re reporting it would be consistent with that scenario. These people are some sneaky rats, after all.
