Sounds like they're changing their tune no EV's. They're moving from their mantra that everybody should switch to EV's and will be able to use them with no problems and they'll save the world.
Now they're saying, we'll EV's reduce the need to drain strategic reserves, and everybody should switch to public transportation anyway. (We all knew that's where they were heading with it.)
