Biden had boxed himself in by promising to pick a black woman. Val Demings (D-FL) would have been a better choice--at least not as bad as Kamala, and actually African American rather than half-Jamaican with a smidgen of African ancestry.
FDR did so twice, in 1940 and in 1944. But in 1944 it was forced on him by the party.
