What's not clear to me is if these crimes were all prosecuted as hate crimes and whether convictions were received.
If you scroll down, it appears that 21% of the perps were black. So it seems that the hate crime laws might be working against minorities. But it looks like it is making a protected class out of sexual orientation.
Add “discrimination” and start a list.

Of course, while this FBI reporting tells you that black offenders are being charged with proportionally more hate crimes. It doesn’t capture whether there is bias in naming the crime a “hate crime”.
Blacks could be committing 35% of hate crimes but not being charged as often as white offenders.
Alternatively the bias could go in the other direction. The cops/prosecutors could charge blacks more often relative to the crimes they commit. One possible motive for doing so is that they think the hate crime laws will be applied in a discriminatory fashion and therefore they introduce bias to compensate for their expectation of bias.
Clearly I’m over thinking this.
It is the criminalization of thought. Once an emotion is illegal it is over. We are so screwed.
