What is the force majeure that means carriers will not deliver that grain? Is it that grain is not available? I would not expect a railroad to be responsible for a product not delivered for transport.

Is there a clause that says new contracts per carry are required if fuel prices change significantly?
If so, new contracts will be quickly drawn up w/new rates.
