Where I live you can be ticketed for just holding a cell phone or a radio microphone in your hand while operating a motor vehicle. The fine is $500 for a first offense. And if you kill someone while doing it vehicular manslaughter charges can and have been brought.

Why should this cop not be subject to the same laws as the rest of us?

It’s written into the laws of most states, that all kinds of traffic laws can be violated when responding to an emergency with lights and sirens.
And I know of no state that mandates two hands on the wheel.

In any case, sorry for the pedestrian, but if you get run over by a cop car with lights and sirens on, you bear a lot of responsibility unless the cop ran up on the sidewalk or something.
