Seven people were murdered over three recent days, with three of those homicides coming after the imposition of a “state of emergency” by the city and state. That hardly makes Rochester "America's murder capital."

I’m guessing Rochester has more murders per 1000 people than any other US city.

Chicago has 13 times as many people as Rochester, NY. Scaling up Rochester's rate to Chicago would result in 91 homicides in 3 days for a city the size of Chicago. That's a rate even Chicago usually doesn't have.
I suspect there is some kind of gang war going on in Rochester. Hopefully it will end soon to spare the innocent who get caught in firefights, or injured or killed by stray bullets.

I BELIEVE they are basing it on the per capita murder rate. Murders in relation to the total population.
Chicago wins in total numbers.
