Why would the police say such a thing? The driver drove up to someone he didn’t know and shot him three times. Are the police trying to establish a defense for the thug? Are Mr Worrell’s injuries any less painful or life-threatening because of the shooter’s (whose hair reminds one of Sideshow Bob’s) mental health state?

Why do police officers like to play the Dr. Knowitall card? Have they educated to spot such a condition without so much as a skilled testing device? What mental health crisis did the department spokesman have in mind?

Yes... or at least it seems they said this to preempt any question that suggests it was a hate crime and take it off the table. The question is.... Now why would they do that?
