Could also be eliminating the possibility the ballots were pre marked with UV ink. Scanners see different than eyes do. Could be visually blank but upon scanning have it be fully marked up.

It is worse than you can imagine
The ballot is scored to indicate where the ballot fold should be, so that the machine can correctly read all votes.
If you do not fold precisely along the score, the wrong fold prevents the machine from correctly reading the ballot.
Then, you get overcounts, mis-counts, and adjudicators making a final determination of your intent. Tremendous backend cost for all the trouble driven by folded ballots.
Why do they go with folded ballots?
They save a few cents on postage with the folded ballot vs. a flat ballot
Look for bamboo. That seems to be the rage in Arizona.
Wasn’t there some talk that some mail-in votes could never have been mailed because they were NOT folded? (in other words they would never have been fit into an envelope)
