This is one of the most stupid things he could have done. First of all, it's illegal to transfer a homemade firearm to ANYONE except through a will. So is he now saying that you CAN transfer a homemade firearm so long as you go through a background check? I don't see this flying with the ATF at all.

I suspect gun ignorant reporters are getting the story wrong, and what he is actually talking about regulating is the "80%" products, like the 80% ar-15 lower receivers, and 80% glock kits which are currently being sold direct to consumers without any background check or FFL involvement.
