Her “look at me, aren’t I so cute?” laugh is her act. She likely learned that as a young woman as a way to both cover her lack of serious intellect as well as meet her need to “be liked”. She now uses it reflexively.
I think she is stuck in the “coquette” mode that worked on Willie Brown. She’s an embarrassment.
