Governors of red states hold a convention. They propose articles of secession to be given to their legislature for review and action. Once details are ironed out each state legislature votes on it. Done. Those seceding states recall their Senators and Representatives to the US congress to form a new federal government in the new capitol.

The USA can then enter negotiations with the new country or they can make war. Their call.
