the USSC still does not believe the constitution is the law of the land. And they have no intention of protecting voting integrity

Where do you find anything about "voting for President" in the Federal Constitution?

Who appoints Minnesota's Electors? Who appoints North Carolina's Electors? And whose rules must be followed to get them appointed?

Federal Job to protect the articles of the constitution.
And the constitution does not give the legislators the right to transfer their duties onto someone else. That is the same as re-writing the constitution, and taking the word “Legislature” out of it.
