It does not say, but do these licenses meet the “Real ID” standards. Now wouldn’t that be a kicker. I bet that authorities will be keeping a lot of secrets on the details like that.
Conventionally- these can be used in various ways to commit vote fraud.

In SC real ID is a gold star on the lic. Not so difficult to do if you are creating forgeries.
