Failing to acknowledge this and create a system where people can engage in meaningful commerce will just create a repeat of the failed Prohibition attempts in our history which left so many dead, imprisoned and ruined by a failed Social Experiment.
I have been known to vape cannabis... but only under extreme social pressure. My governor recently outlawed nicotine vape products, but the indica and sativa 98% thc is still on the shelf.

There are problems here, but marijuana criminalization has utterly failed as a solution, while creating problems of its own - primarily enrichment of violent criminals, boosting their motive and means for violence.
