This article is munged up beyond comprehension. The funds for the 20 miles of wall were not $2.5 billion, and were not previously allocated for those segments.
Contracts for about 100 miles of wall were expected to come in under cost, so DHS and the Corps planned on building an additional 20 miles. For whatever reason, they can’t complete the additional work with the left over funds, so they decided not to pursue that work now.
Nah, you’re just not factoring in the ‘$10,000 Government Toilet Rule’. A $250 per linear foot piece of raw security wall will get marked up 1000% so everyone from the designers to the vendor supplying bottled water to the construction crew gets a piece of the taxpayer pie. It’s a built-in bureaucratic design feature. In this case, they forgot to mask the overruns in a thousands pages of procurement doublespeak.
