Well, I read through most of it now. It is a rather odd document with many spelling errors of the names of people involved.
Still, I am left with two key questions...
He seems to have Butowsky’s chat messages with Ratner that would prove his claims regarding her conversation with Assange. Someone should ask her?
Though in the end, that would only confirm that Assange alleged that the two Rich brothers were his sources for the leaks. Assange has at least twice publically hinted at that Seth Rich was a source anyway, so I am not sure what this would accomplish. Wikileaks or Assange would be in possession of the Seth Rich emails which could prove such a connection you would think, but...yeah..I am rambling.
The second thing that struck me is that the local Fox affiliate still has the original story up and “stand by their report”. Their reporter, who according to the official story then must be a liar seems to have made no retraction either and still works for that channel.
Other than that it goes into a lot of material regarding the investigation that has been posted on here before regarding FBI involvement and denials of involvement, strange timeline regarding when the DNC closed down their servers (several weeks after they claimed to have known to have been hacked), as well the claims by some security experts that according to the metadata it would have been impossible to have transferred the data in the timeframe claimed and that a device such as a thumbdrive must have been used.
Oh, lastly. We might find out more on July 22 when the FBI has to respond to a FOIA request.
Ooops. Did a bit more research. It is indeed a strange story. This from a CNN report. It is even implied that Wheeler was in love with that local reporter and therefor spilled the beans to her...

Well, their son Aaron, Seth’s brother was also involved in leaking emails. Maybe they were told he would be killed as well.

on secret recording talking about the case, and the statements about Aaron are rather astonishing.
He seemed to have gone out of his way to make sure no investigations or even questions were asked about emails...
Aaron, according to Wheeler, had Seth’s computer, but refused to hand it over or talk about it. Sounds like Aaron really did not want anyone to solve the case...
Not too strange perhaps, if his life was in danger...Or even facing the possibility of a lengthy jail session for felony computer crimes..

Wheeler is also a Fox News contributor, hence the connections with Fox you can hear him talk about in the recording.

They examined his laptop to see if there was anything on it relating to Wikileaks.
Would they be doing their job if they didn't address the conspiracy theories?
Besides, before they could determine that it was a robbery gone wrong, wouldn't they check the laptop to see if anyone had been stalking or threatening him?
There's no indication that they kept the laptop.
DNC officials knew that the emails would become public as the result of an internal leak, and they knew that the emails would be very damaging, so they attempted to turn the tables by pointing fingers at Donald Trump and the Russians.
I know Ellen a bit. I once worked at a radio station where she had a show. She’s nice, but she’s a crazy liberal.
This tends to confirm all the rumors that Seth Rich was the source. They need to subpoena his brother.
In a way, it’s better that these things are coming out from Democrats. I can tell you that among the Bernie supporters, many believe Seth was the emails leaker. And that he was murdered by the Clinton machine.
