The USA has to decide whether or not it is worthwhile to keep California in the Union. If yes, then it needs to be converted into a Territory until a fair and working government can be established. If no, they it should be invited to leave the union, sans any vital military installations, such as the San Diego Naval Base, and the surrounding military installations and the land between. Make it the Territory of San Diego and include the Fort Irwin and Mojave Desert to the Arizona Border.
