That is basically my take on this as well. Congress basically held military increases hostage to all kinds of additional pork barrel spending. When Trump tweeted about a possible veto, I imagine Mattis told him we can’t delay fixing the military, so Trump signed it. Such is the sad, craven reality of DC politics.

A Trump veto would have been a conservative win either way. If the veto was overridden, then Congress would have owned this pork-fest. If the veto was not overridden, then Congress would have had to go back, and try again.
