PA is actually relatively Conservative. soebarkho only won 8 of 67 counties but they were the "right" counties. It's a mainly rural state run by a few big citiies, much like NY and MD.
NE, of course, is lost but when the SHTF the urban zombies probably won't make it past the suburbs, let alone make it out here to the country.
