...when the reality is that the Ukraine’s economy won’t grow because it is more corrupt than Moscow.

That’s what matters.

Failing to understand that corruption means that the author’s overall analysis is doomed to fail.

No, the author is not trying to claim that. He claims what you yourself quoted:

If Kiev government survives, it will fairly quickly unlock economic benefits of non-mafia, free economy

In other words, there is a chance that Ukraine now will begin to unlock the invisible hand of free economy, quite regardless of how corrupt Yanuk/Timoshenko/Kuchma were; which is precisely what is driving Putin's schemes to foment war instead.
