Or volunteers that someone dragged off the street and put in charge of an "investigation" that required some competent, professional investigation, but didn't get it because Arpaio picked an incompetent used car guy to head his team?
In any event, it doesn't really matter which it is.
If they know what they're doing and are complete frauds, then nothing they say can be trusted a single inch.
If they are as incompetent as you seem to now be giving them credit for being ("These people are volunteers??? are they not?") then nothing they say can be trusted an inch, either.
Now, as I've said before, since they clearly claimed to have the manual IN THEIR POSSESSION, I personally don't think it's a matter of simple incompetence.
