Well he is definitely working on the darker side of grey when he goes to Hong Kong and then starts spouting off about us trying to hack the Chinese. I hope we are hacking the Chinese, but that isn’t a secret that harms Americans so why did he divulge that? The answer is to make himself more attractive to the Chinese who may now allow him to stay in Hong Kong.

Agreed on security and offensive measures for us. He was a systems administrator. And he doesn't know anything about those kinds of servers, that the Chinese crackers don't know. Knowledge regarding those servers is about even from nation to nation, worldwide.
I did *not* do any work maintaining servers for our government, but I've played with all kinds of low level work on my own over the years using some of the most secure servers. A couple of the BSD systems with open security development have been the best on the planet (and may still be, with modifications). OpenBSD received much official attention in those circles a few years ago (including contracts--public news, see "Theo de Raadt").
