Instead of thousands of armed citizens trying to help track down this POS they want everybody cowering inside their houses.

Indeed. If I were in charge, I would be looking to deputize as many citizens proficient in arms as possible (”the militia”). They aren’t going to go to work anyway, so why not put them to work for me?
