Excellent, brilliant question that sums up the entire issue. His mother, Jennie Jerome, was American. And, no, of course he wasn’t.

The USA does not recognize dual-citizenship but Winston Churchill could have been an American citizen if he chose to do so. His mother was born in the good ol’ US of A.

Winston Churchill was made an Honorary Citizen of the United States in 1963 by act of Congress.
Laws are unclear as to what rights this bestows on him or 6 others so honored.
