“Essentially” is an interesting word. Read both orders side by side and the differences are striking. For example, FEMA is OUT and the likes of Janet Napolitano IN. Napolitano is Obama’s trusted destroyer of individual liberty. Look at her VIPR program at DHS.

Also, Obama’s EO cancels that of Clinton but only makes a few changes to that of Reagan.
The Executive branch is specifically given total authority in Obama’s order, language not in Clinton’s.

In any event, as the title says the EO would provide Obama absolute power over the American public. That doesn’t give me a warm feeling.
