All 9’s are sometimes used but any prefix that starts with 999 signifies a foreign student usually. One of the numbers is interesting 999-61-xxxx. Why 61...maybe a birth year marker to create a unique identifier.
Scholarship at Occidental
Obama apparently went to Occidental on scholarship. This is not based on the common internet rumor of the Fulbright scholarship available to foreign students. It is based on an article in the LA Times.

So what WAS the scholarship he received?
The timing of that article strikes me. January of 2007. According to the HDOH’s UIPA responses, that was shortly after Obama amended some kind of birth record in Hawaii - just as he was deciding whether to run for President.
