You betcha, and it has always been that way.
We lived in the rat hole from 1961-65, if one owned a car and worked in Chicago you had to have a city sticker, IIRC it cost one 50 dollars a year. It mattered not if you lived in the city or not, if you worked there and commuted by private vehicle, pay up or be fined up was your choice.
I drove through 2 years ago and there wasn’t an inch of Illinois that wasn’t taxed to the hilt.
