We don’t know when the PDF/OCR effect to this doc happened. Could have been when it was scanned, or at the HI DOH as part of some digitization process.

But when it did, not all of the black on the doc was processed. This happens when the weight (thickness) or density (darkness) is too insignificant.

Those areas not processed remain on the background layer. Their edges remain antialiased (fuzzy).
Those areas that ARE processed are sharpened (similar to a gif) so that the OCR software can discern what corresponding font character to replace it with. However, for some reason this last step was not taken.

So there was no birth certificate. He paid a lawyer to fly to Hawaii to pick up , an electronic file? What was posted on the official web site of the white house is an electronically developed image. And a poor one at that.

I am not a technical guy, so I cannot address the rest of your comment, but I do know Hawaii’s digital process should be precluded as the culprit here. How do I know?

The WH insisted on NO electronic copies. It had to be a PHOTOCOPY of the ORIGINAL and CERTIFIED. It was then hand-delivered. No scanning was acceptable. The letter from the Department of Health in Hawaii apparently accompanying the two certified copies was dated April 25, 2011.

The correspondence released by the WH specifically states NO electronic reproductions were used. The Director of Health makes a point in saying in her letter, “I have made an exception to current departmental policy which is to issue a computer-generated certified copy.”

Had Hawaii stuck with their policy and issued a “computer-generated certified copy,” we could question Hawaii. In this instance, we cannot.

Whatever caused these layers, whether it was an innocent mistake or done with malevolence, was done by Obama’s people.
